Yeah the modification system was garbage. The second one required a fair amount of effort to build a satisfying loadout, and if the one or two guns you really liked had an element, you might run into stuff that resisted that. The swordplay also seemed better, but it's been awhile since I touched it. You can upgrade the ones you like, and ignore the ones you don't, and the experience is tailored to the fact that you have the guns you do.
